The issue turned out to be that the four pins that come out of the other motor housing (not sure of the name, it plugs into the switch assembly) were not making good contact. I figured this out by wiggling the placement of the switch and this housing and was able to determine it would work sometimes. To make a fix, I cut away the plastic, exposing the metal clips underneath. I then trimmed down the pins on the switch a bit, and when putting it back together I soldered all four pins to their clips. The result is that the switch assembly and outer motor housing are one unit now, so I don't have to worry about it coming apart. It isn't pretty, but it sure beats a non-working dremel.
I should also mention that I had to manually splice one of the copper wire ends to the clip with some 28 gauge stranded wire; not sure if it was lose from the beginning, or if it was because I messed it up when cutting away the plastic to expose the clips. There is plenty of room though so I just pre-tinned my wire, held it up to the copper end and soldered it, then wrapped it around and soldered it to where I had previously soldered the switch pin.
To test that everything is going to work before re-assembling, you can use a multimeter on ohms to ensure that you are getting about 8ohms across the two pairs of farther apart pins.
