It came with 3 sponge pieces that remind me of makeup sponges, which we used. A paintbrush or foam brush might work better. My kid had stuff all over their hands afterword and was not happy about it. We tried dabbing the shimmer, running the foam like a brush, even got some gloves out to roll the shimmer around on the eggs. Nothing produced a smooth appearance; every egg was streaked, spotted, or bubbled.
I has a clunky plastic dipper, which we did not use. The tray is plastic, so it doesn't hold the eggs still very well when you're trying to coat it with the shimmer, and is one reason we attempted the gloves.
